In order to realize our ambitions to improve teacher intrinsic motivation, teaching practice, and student learning across education systems, it is critical that we continue to strengthen our monitoring and evaluation work, both internally and externally.
 
Based in London, UK and reporting to the Chief Programme Officer, the Associate Head – Monitoring and Evaluation is a leadership role with global responsibility. You will lead the monitoring and evaluation of all of STIR's programmes across India and Uganda.
 
You will oversee the design and implementation of rigorous evaluations, collaborate with external evaluation partners, and lead our internal learning activities, including both qualitative and quantitative studies. You will manage a team of 7 across India and Uganda, and work closely with our programme teams to stimulate a genuine data-driven culture across the organization.
 
Responsibilities
  • Set a clear vision for STIR's long-term learning agenda and consequent monitoring and evaluation strategy
  • Drive STIR's monitoring and evaluation strategy in India and Uganda to thereby provide insights into STIR's learning questions
  • Lead the effective design and implementation of ongoing internal monitoring, evaluation, and research activities to enable rigorous and continuous learning
  • Manage relationships with STIR's external evaluation partners, particularly with regard to the design and implementation of randomized control trials, quasi-experimental studies, and longitudinal studies
  • Lead a team of 7 monitoring and evaluation professionals across India and Uganda and support their professional development to further strengthen STIR's monitoring and evaluation work
  • Accelerate STIR's learning processes through a "good data" pivot focused on using technology to more easily and rapidly collect and analyse data across our programmes
  • Stimulate a genuine data-driven culture across the organization and conduct capacity building across programme teams to enable regular data analysis and interpretation
  • Develop a clear and compelling narrative of STIR's monitoring and evaluation strategy as well as our learning
  • Work closely with STIR's programme and design teams to ensure that learning is communicated clearly internally to facilitate programme improvement
  • Collaborate with STIR's funder and strategy teams to enable communication of learning externally for reporting, advocacy, and strategy purposes

Experience and academic qualifications
  • At least 7 years' experience in monitoring and evaluation, at least 4 of which should be at management level – experience in India and/or Uganda preferred
  • Experience working in international education, including at least 2 years of field experience
  • Post graduate degree or higher is preferred (with a focus on quantitative and qualitative evaluation skills)
  • Strong identification with STIR values
  • Proven experience striking the right balance between evaluation rigor and practical use of evidence to strengthen programme impact
  • Demonstrated ability to thrive in a fast-paced environment
  • Experience managing rigorous evaluations, such as randomized control trials and quasi-experimental evaluations
  • Experience in using technology (e.g. mobile apps, tablets, etc.) for monitoring and evaluation purposes
  • Team management experience, preferably across countries
